As the fastest growing region in California, the San Joaquin Valley is in a unique position. By 2050, the population of the Valley is expected to triple with 9 million residents calling it home. Faced with this influx in population, the San Joaquin Valley MPOs undertook a blueprint planning process as a way to engage the public and key stakeholders in outlining how they would like their communities to grow.

KCAG launched an exhaustive public outreach effort in 2006 to initiate the process. From this, KCAG developed smart growth principles that reflect the future vision of what the public wants for its local communities. The blueprint effort resulted in a toolkit resource for planners across the Valley to help implement smart growth strategies.
