Abandoned Vehicle Abatement (AVA)What is AVA?
The Kings County Abandoned Vehicle Abatement Program commenced in 1997 with a joint powers agreement for the Kings County Abandoned Vehicle Abatement Service Authority (KCAVASA) between the cities of Avenal, Corcoran, Lemoore, Hanford, and the County of Kings. A Service Authority Plan provides oversight and program guidelines for the abatement of abandoned vehicles within Kings County in conjunction with the California Vehicle Code. Program funding comes from a one-dollar DMV vehicle registration fee imposed by the County with a two-thirds vote from the Board of Supervisors and a majority of the cities having the majority of the incorporated population adopt resolutions stating interest. The program is renewable every ten years. Members of the KCAG Commission serve in a separate capacity as KCAVASA board members and meet on a quarterly basis.
